FOI publication scheme

This publication scheme is prepared in accordance with section 8 of the Freedom of Information Act 2014 which requires public bodies to make information available about their structures, functions, powers and the services they provide to the public as well as details of the types of records they hold and the procedures and practices, they operate under.

The scheme supports the proactive publication of information outside the FOI process where publication is not prohibited by law.

The Publication Scheme for Inland Fisheries Ireland (“IFI”) is set out below and is kept up-dated annually by the FOI Officer to ensure Information remains accurate and new content is added where appropriate, having regard to the principles of openness, transparency and accountability.

1. Information about IFI

This section describes the organisation’s legal basis, functions, powers, governance arrangements, organisational structure and principal responsibilities. It includes information on senior management roles, contact details, location of offices, strategic plans, annual reports and other material to help the public understand how IFI is organised and how it carries out its statutory or public functions.

2. Services Provided to the Public

This section explains the services IFI provides, to whom those services are available, and how they may be accessed. It includes practical guidance on application processes, service standards, eligibility criteria where relevant, customer contact arrangements, complaints procedures, and any forms, guidance notes or public information materials that support access to services.

3. Decision-Making Process for Major Policy Proposals

This section outlines how significant policies are developed, considered and approved. It includes information on consultation processes, governance and oversight arrangements, relevant decision-making procedures, and the types of records generated in the course of policy development. Where appropriate, it may also include information on public consultations, submissions, and the publication of reasons for decisions.

4. Financial Information

This section provides information on IFI’s use of public funds and its financial governance arrangements. It includes published budgets, annual financial statements, expenditure reports, governance or audit reports, and information on grants, funding programmes or payments where publication is appropriate. The aim is to support public understanding of how resources are allocated, managed and reviewed.

5. Procurement Information

This section contains information on the body’s procurement policies and practices, including how goods and services are purchased and how suppliers may engage with IFI. It includes procurement procedures, tender opportunities where published, contracts awarded where routinely disclosed, purchase order information where applicable, and payment practices in relation to suppliers.

6. FOI Disclosure Log and Other Information Published Routinely

This section includes a disclosure log of non-personal FOI requests, together with other categories of information that IFI publishes routinely in the public interest. This may include circulars, guidance, registers, reports, statistical information, codes of practice, or other records that can appropriately be made available outside the formal FOI process, provided publication is not prohibited by law.

Information published under this scheme will be reviewed and updated on a regular basis. Where information is not available through routine publication, members of the public may submit a request under the Freedom of Information Act 2014 in accordance with the body’s FOI procedures. A printed version of the basic scheme will be made available for inspection during normal office hours where required.
