It is not clear to us what this question intends.  However, if it is meant whether construction works can be funded, then yes, they can.  That would be a Category 2 project.

If the services can be provided by those on the Framework, then yes, they will be utilised in the first instance.  Where specialist services are required and the skillset is not within the Framework then the tender would go to the open market.

Anyone can propose a barrier removal at EOI stage.  It will be scored/selected to proceed to full application stage as per the rules outlined in the Scheme Guidelines.  If it receives a grant award and is subsequently managed by IFI the services, if required, will then be procured using the procurement/governance procedures in place.

Resources used for works must be vouched and not funded from another source. Please refer to section 1.2 of the Funding Agreement (Appendix D in the Scheme Guidelines).
 

This is being verified with the Department of Culture, Communications and Sport. This would apply, if required, at Construction Stage. 
 

Yes, legal costs can be included. These are likely in the context of landowner agreements, agreement for access, etc.

 

Regarding compensation for loss of water rights, it is unclear where this would occur and is likely to be a very case specific. Queries can be submitted to barriers@fisheriesireland.ie 
 

Yes, but please engage with us early so that we can assign resources to it. 
 

Over 40,000 barriers have already been assessed by IFI. There are currently noted as being almost 74,000 potential barriers. 
 

In terms of IFI review, if it is noted in the database as a non-barrier then that will be the first assessment. However, noting that the assessment may have been done several years ago and circumstances may have changed. If the applicant believes it’s a barrier, then they should make a submission with the inclusion of photos. The assessment team can then undertake a site visit to make a further assessment.

If it is tendered, then all the better as this gives a truer reflection of the costs. However, estimates will suffice if quotes are not in place. 

Yes, but don’t submit expecting IFI to take it further. Early engagement with IFI is key in terms of being able to apply resources. 
 

Whether the application is a joint application does not affect the scoring to the output. In terms of funding, we cannot give funding to a community group, so if it is a joint application with the Local Authority and they are willing to take it on then all the better in terms of applying resource and getting the project done.
