TITLE OF POSITION: Information & Compliance Officer (Data Protection & FOI Officer)

REPORTS TO: Senior Management Team Member    

OFFICE:  Inland Fisheries Ireland (IFI)

LOCATION: Citywest

Purpose:

Reporting to the Head of Human Resources, with a reporting relationship to the CEO for the Data Protection Officer elements of the role, the Information & Compliance Officer is primarily responsible for ensuring IFI’s significant compliance obligations are met, within deadlines and to appropriate standards. This role encompasses the position of Data Protection Officer for Inland Fisheries Ireland. The successful candidate will also be responsible for the administration and management of IFI’s Freedom of Information, Complaints and the co-ordination IFI’s Customer Service function. The role also will also include a responsibility for records management processes and procedures.

PRINCIPAL DUTIES & RESPONSIBILITIES

Data Protection

The role of the DPO will include the following:

  • leading and delivering Inland Fisheries Ireland strategy for data protection under the General Data Protection Regulation (GDPR);
  • performing a gap analysis between current systems and processes and the relevant Data Protection Legislation and best practice.
  • monitoring compliance with the General Data Protection Regulation (GDPR);
  • advising IFI on carrying out data protection impact assessments (DPIAs) as  required by the GDPR;
  • informing and advising the organisation and its employees/personnel who carry out data processing of their obligations under the GDPR and any relevant national data protection provisions;
  • co-operating with the relevant data protection authority, where necessary;
  • acting as the contact point for the relevant data protection authority on issues relating to processing;
  • acting as the contact point for data subjects of IFI in relation to all issues regarding the processing of their personal data and to the exercise of their rights under the GDPR including facilitating and managing Subject Access Requests (SARs);
  • assisting with or maintaining records of processing operations under its responsibility and/or categories of processing operations carried out [Data Mapping];
  • delivering appropriate data protection/privacy training to staff and providing them with relevant policy and procedure updates; and
  • championing adherence to IFI’s records management policy and delivering appropriate training and relevant updates
  • co-ordinate and manage the output of IFI’s Data Protection Advisory Committee (DPAC – internal);
  • involvement in all issues relating to the protection of personal data within IFI.

Compliance

  • manage and maintain IFI’s Freedom of Information (FOI) service to ensure all statutory requirements are adhered to;
  • manage and maintain IFI’s Access to Information on the Environment (AIE) service to ensure all statutory requirements are adhered to;
  • manage IFI’s Customer Charter / Customer Action Plan to ensure that best practice is achieved and maintained;
  • responsible for managing IFI’s Customer Service function including developing best practice in this area;
  • coordinate IFI’s complaints management system as Complaint’s Officer
  • where necessary deliver/arrange appropriate training and relevant updates for all of the above items to ensure that IFI maintains full compliance with statutory responsibilities;
  • assist with legislative compliance (statutory) and internal audits as and when required;
  • perform any such other duties as may be assigned to the candidate from time to time by the Head of Human Resources or his/her nominees.

Role Requirements

The person appointed will ideally be a certified data protection practitioner with significant experience in a compliance and customer service environment. The candidate will be a self-starter capable of working on their own initiative, prioritising conflicting work demands, have a strong background in the management of administrative functions and demonstrate strong organisational skills in guiding and advising on compliance related activities.

Must have a valid driver’s licence and be prepared to travel to / work from the regional offices of IFI on occasion.

Remuneration:

The salary scale and generic job description for the position is at the level of Higher Executive Officer as applied in Inland Fisheries Ireland. Appointment will be at the first point on the scale, €42,092 - €58,898 (11 points including 2 LSI’s).

Pension:

A contributory pension scheme is in place.

Tenure:

Appointment to this position is on a permanent basis.
