Inland Fisheries Ireland is the state agency responsible for the protection, management and conservation of Ireland's inland fisheries and sea angling resources. Ireland has over 74,000 kilometres of rivers and streams and 128,000 hectares of lakes all of which fall under the jurisdiction of Inland Fisheries Ireland.

Launched in 2016, Inland Fisheries Ireland’s National Strategy for Angling Development (NSAD) aims to ensure that Ireland’s fish stocks and angling infrastructure are protected and enhanced for the economic value and recreational benefit which they offer to communities across Ireland. It regularly awards funding for projects that aim to contribute to the delivery of an accessible and sustainable, world class inland fisheries and sea angling resource for all. Inland Fisheries Ireland also has a statutory responsibility to licence promoters to undertake works in rivers.

A projects office has been established to manage funding and associated processes and systems under the NSAD. With significant interest nationwide in developing fisheries projects exciting opportunities have arisen in the projects office. We are looking for enthusiastic and driven candidates to enable stakeholders to deliver on projects and build capacity across the sector.

THE ROLE

The appointee will be responsible for:

  • Enabling, motivating and empowering community organisations to design, develop, deliver and close off fisheries projects aimed at improving Ireland’s inland fisheries and sea angling resource, applying project management principles.
  • Building capacity within the sector to develop and implement projects effectively by providing insights and knowledge to project promoters on best practice project development and delivery.
  • Working alongside project promoters to engage service providers and contractors to deliver high quality outputs and outcomes, at the best value for money.
  • Monitoring the implementation of projects and ensuring projects are delivering desired outcomes, if not develop measures, alongside the project promoter, to address any issues.
  • Engaging with and building relationships with multiple organisations involved in managing and developing the outdoor recreation sector in Ireland to drive fisheries outcomes.
  • Developing best practice models and guides to be implemented nationwide and driving the development of improved processes and systems.
  • Being the point of contact for community organisations in relation to the development of fisheries projects.
  • Maintaining up to date records of all required documents and financial information relating to funded projects on IT systems.
  • Ensuring all required information is on file to enable efficient and effective processing claims and payments.

ESSENTIAL REQUIRMENTS

Education and Experience

The successful candidate will possess a Primary Degree or equivalent (NFQ Level 7) e.g. Project Management, Environmental Management and/ or a proven track record in delivering on the responsibilities similar to those outlined above.

The ideal candidate shall:

  • Have knowledge of outdoor recreation and environmental management, as well as relevant legislative requirements, in particular in relation to fisheries.
  • Have knowledge and experience of delivering projects, using project management principles, ideally grant funded that require complex statutory and ownerships permissions.
  • Have strong leadership, management, interpersonal and communication skills.
  • Possess excellent I.T. skills and the ability to work with new systems.
  • Be experienced in financial processing and financial management.
  • Be capable of planning, enabling and driving people and resources to meet goals, targets and objectives.
  • Be self-starter, with the ability to work with limited guidance as well as being comfortable working collaboratively as part of a team and with multiple stakeholders.
  • Be focused on self-development, seeking feedback and opportunities for growth.
  • Be adaptable to changing priorities and new and emerging issues and uses initiative to address challenges that may arise in delivering their role
  • Be able to conduct an in-depth review of intricate, non-routine subject areas and make appropriate recommendations.
  • Possess a good knowledge of public sector functions, policy, services and activities, or the ability to quickly acquire such knowledge.
  • Have an excellent knowledge and awareness of health & safety legislation and regulations and their application in the workplace.
  • Hold a current full Driving Licence.

Desirable experience

  • Experience in delivering screenings for appropriate assessment, environmental impact statements and method statements.
  • Experience designing fisheries development plans including habitat enhancement, angling development and marketing and promotion.

Executive Officer, appointments will normally be made at the first point of the scale:

€28,434, €29,409, €31,482, €33,327, €34,982, €36,617, €38,212, €39,774, €41,352, €42,888, €44,470, €45,517, €47,008 (LSI 1), €48,495 (LSI 2)

 

TENURE

Appointment to this position will be on a temporary basis initially to January 2019.

POINTS TO NOTE

  • The role will involve travel and some work outside regular office hours.
  • Animators are appointed to areas based on demand for projects, some potential offices are identified below:
  • o Midlands and East - Mullingar/ Drumsna/ Lough Owel/ Citywest
  • o West - Galway/ Ballina
  • o North West - Ballyshannon
  • o South – Clonmel, Limerick, Macroom
